I mean that in this place, it isn't possible to hurt someone unless they consciously let you--or do something to try to hurt someone else. So you could draw your weapon where you sit, start shooting at signs, or lights, or even people, and however skilled a shot you are, your odds of hurting anyone are low. Of course, having opened fire on random passerby, you'd be without that protection yourself when someone decided to return the favor.
